Kalawan Calls Seychellois Prostitutes To Defend Georges


The theme of unity has once again surfaced. With it, have come different expressions, ranging from satisfaction, anger, disappointment and sheer indifference.
When Mr. Bernard Georges, a member of the SNP Executive Committee introduced the book of speeches of Mr. Michel, many old diverse sentiments were stirred back into life, showing one thing:
The damage that the one party system and the continued political segregation of the people of Seychelles by the present regime, was very much alive across political lines.
The acceptance by Mr. Georges to deliver a speech aroused much anger and confusion among opposition supporters. Given the recent past of seeing so many turncoats, the biggest question on the lips of so many was:
"Has Bernard Georges left the SNP to become a member of Parti Lepep???" The answer is "NO".....
But what do we learn from such doubts and questions.
I guess that question was followed by another one, asking what he got or what he was promised or going after.
To me, this illustrates the sad side of things.
Seychelles has become a place where people have stopped thinking of... "sincerity, honesty and frankness".
But rather, the thoughts of our people are "opportunistic and mercenary". This is because over the years the concept of enemy has been rubbed "DEEP" inside our people, while on the other hand reward for services rendered has been the reverse side of the coin. Our people have had their morale hit in so many ways and literally been left as prostitutes.

Who is the prostitute Kalawan or Seychellois?
So, one of the big issues of unity is.... "SINCERITY AND HONESTY"... It involves a complete change of mind set and an opening that will see the leaders together with the people address all the major issues, while showing tangible examples of the preaching. Actions must indeed speak louder than words. It is only then that our people will start believing that indeed there is a positive move towards a "BETTER UNITED" tomorrow.
Take for example the report of that event by the SBC... Totally one-sided, a reminder of the SNP party convention, where the reporter did all the talking and not one sentence of my speech was included... "Why did the SBC not show
Mr. Georges speaking, many ask, but instead put on
Mr. Michel speaking forever??? This was quickly interpreted as a sign of a lack of "sincerity and honesty" because had they done so, the people would have been able to interpret his words and seen that Mr. Georges was in fact laying out many challenges flowing from the very words that Mr. Michel had written is his book.
The SBC preferred confusion in the opposition rather than truth. The unity of the people of Seychelles is complex.
This is why we have to find some way to put the past on the table, address it and then move on. The suggestion that we need a "truth commission" is indeed the way forward in my opinion. There is the South African model and there are other models that have resolved worse situations than we have been through. Surely the leaders of this country can have the courage to take on the bull by the horns for the sake of the people.

"UNITY" is not only in talking. Removing the statue of "Zonm Lib" from its present location, building a new monument for unity, or even Mr. Bernard Georges, a member of the SNP opposition making a speech at the launch of Mr. Michel’s book, will not bring about UNITY.. Mr. Michel, the President of our country has the responsibility of taking the initiative to unite the people of Seychelles. Politicians may have different agendas, but these cannot dominate over the unity of Seychelles. We all have to be humble and earn the respect of the people as we go about this most important task.
Mr. Bernard Georges has shown that an opposition member can retain his principles even when talking to his opponent. Can this be a sign of hope for what we can all achieve when we start to stop thinking of political gains and personal agendas, but our beloved Seychelles???
The challenge is enormous, but we can all surmount it and bring our country to greater heights.!!!

Oldie Opposition in A State of Confusion and Disarray!

The oldie fellows who have been hell bent to block new blood and fresh ideas are coming home to roost in the opposition to the point that now in SUP elderly Colonel Robert Ernesta ex Rene man has taken over SUP.
Be that as it may, we wish you well Colonel Ernesta in your career as leader of the S.U.P. and Editor of Weekly. I hope you can get the sales back up to 3,500 per week where I took it from 700 a week. Ah yes, after I left it was all down hill…eventually back to 700 a week.

Oldies and Fuddies
The Oldies are doing it in total disarray again, each taking a swallow from the poison chalice of stupidity to bow down, and bow out, and off the stage in people’s minds and hearts one by one.
They do not leave gracefully, that I will give them.
The generation of 1990’s politicians most came out late from the 1970’s and 1980’s which I was the youngest 27 back in 1992 (on time) on my return before James Mancham returned to Seychelles April 12, 1992, have all stepped and crushed their political persona’s to a pulp, never realizing the way they did things in the 1990’s would not go down well in 2014.
Hindsight is 20/20 vision. Looking back they must all be saying: I wish blogs and tweets never happened. Most do not even know what a tweet is. It’s a bird! One guy told me he stop buying Seychelles Today because now it Tweets.

James Mancham Honors Michel
Did you see James Mancham honoring the launching of a book by James Michel at State House? Yet, Mancham, if he was a servant of Truth could easily write his own book on James Michel. Very likely, James Michel would never and could never hold presidential office with any international respect. So James Michel owes a lot to Mr. Mancham.
There is no honor in honoring your enemy to cover his crimes, but it sure does pay well, I suppose.
One young man asked me yesterday, “who is James Mancham”? I told him: first Seychellois to land on the Moon before 2020.
The young man replied, “ Sa wa dir mwan, en Seselwa lo lalin….Mancham Sa!”

Bernard Georges Loads the Accolades
Did you see Bernard Georges load the accolades on James Michel at State House. For a moment there, I thought Bernard was running State House and James Michel was a guest of some sort brought in the CJ’s car. Mr. Michel, if you keep on giving Bernard Georges access to State House so freely, you better put a GPS on the Secretary of State lovely Lise Bastienne. If she goes missing, do not expect her Personal Assistant to help you.  She works for Lise not you. Ask Bernard.

Charming SNP
You SNP fellows really know how to turn on the charm. There is Bernard, head brain of SNP on the podium wearing a dark red tie, white shirt, giving his little speech De L’Honor to the launching of the President James Michel censored memoirs and reproduction of his speeches.
You really have to admire the nerve of Bernard Georges, he does this speech, looking everyone in the face, straight face, then runs to FM RADIO to cover his ass and declare: “Yes, I am a chronicler ….and Mr. Ramkalwan had known about the event and speech, and he supports it 100%”- No Problem!

Wise Words From SNP Roger
Roger Mancienne  told me before my speech to SNP which has over 1000 you tube views, “make your speech short and simple, our members in SNP are not too smart”. No kidding  Sherlock Holmes…..Nojoke Roger and Bernard Georges. You turkeys look at your supporters as the pathetic ignorant to take advantage of.
I have a term for people like you. But my wife asked me to leave it out of the article.
You got that right you may think. But think again Old Fuddy-Duddys.

SNP leaders believe their supporters are so dumb, that Bernard Georges can be the Notary on numerous transactions for land sale to Khalifa and they will support SNP.  If this is true, the premise of SNP according to Mancienne that his supporters are not too smart, must be true.

Millionaire Priest Driving Around In Mercedes Benz living in 3 Level House
SNP disrespects its supporters so much, and take them for fools so much, its leader built a 3 level house on the hills of St. Louis, painted it green, and then drives around in a Mercedes.  He pockets SCR 40,000.00 per month in pensions for the rest of his life with increments by SI regulation.
When he is called a Priest Millionaire by me, he sues me. Yet he is harvesting in a garden he is yet to sow seeds, something Jesus told us all not to do. What up Fada? Is what you do Christ like, or gangster like?
Mancienne was right, they are not too smart. The entire Executive remains in a state of cowardice silence. 
The SNP Womens’ Association act like they are hiding a child abuser.

Ralph Volcere Saga
Ralph took over DP when DP asked me to take over DP, I said No.  I told Ralph that DP is James Mancham. Therefore, it is not manageable as a Party. Ralph did not believe me.
Today, Ralph himself has proved me right 100%. DP went to NDP. NDP went to SUP. SUP went to the SOUP. Now Ralph is gone.  What is left of SUP will fold over in a few days. 
Ralph as a citizen will outlive SUP as a party. Why? Whether or not you like Ralph, he makes moves to survive.
If Ralph is leaving SUP, it means it is dying.

Seychelles Turn To China for Public Relations (塞舌尔转到中国的公共关系)

VICTORIA, April 23 (BERNAMA-NNN- Xinhua) -- Seychelles News Agency, the national news agency of the Indian Ocean island country, has been launched, a press release from Seychelles' Department of Information said.

Seychelles News Agency will give daily "as -it-happens" news and features focusing on the islands' environment, defense and maritime security, energy, tourism and business development, news and views from other Indian Ocean islands and key African events, according to the press release.

The agency is funded by the Department of Information of the Government of Seychelles and has a partnership for world news with Xinhua.

"We are fully engaged in world affairs to fight climate change, as well as ensuring peace and security in the Indian Ocean and East Africa. We want to show the world how a small island state can be a model for sustainable development.

"The Seychelles News Agency will enable the world community to keep up to date with all these events in our islands and the Indian Ocean region," Seychelles President James Michel commented on the website of the news agency.

"Seychelles has a lot to share with the world, to bring its experience and expertise to the attention of the world community. The Seychelles News Agency will help to give us a voice on the world stage, and share some of the interesting events that happen in our islands," Seychelles Minister for Foreign Affairs Jean-Paul Adam said in his part.

With a population of 90,000 people, Seychelles is an African country in the western Indian Ocean. The country has 52 percent of its land territory protected by law as nature reserves, making it the most protected, conservation-minded nation in the world, according to the statement.

Seychelles News Agency is an on-line news service, which is the first of its kind in the small island state, a media official in the Seychelles presidency told Xinhua by email.

Call for the International Criminal Court to Commence an Investigation of Financial Piracy in the Republic of Seychelles

Financial Piracy in the Republic of Seychelles:
Call for an Investigation
To Whom It May Concern:
This communication requests that the Office of the Prosecutor commence an investigation into the Republic of Seychelles for violating the Rome Statute.1 See Rome Statute of the International Criminal Court, art. 5, opened for signature July 17, 1998. Hofheimer Gartlir & Gross LLP has been engaged by numerous parties that have been subjected to outrageous conduct in Seychelles. We write to you on behalf of our clients.
The Republic of Seychelles (“Seychelles”) is currently sponsoring international financial piracy on a massive scale. Since 2008, Seychelles has been robbing the bank accounts of legitimate businesses and law abiding citizens from around the world. Seychelles has resorted to extortion, kidnapping for ransom, and threatening children to prevent anyone from challenging its bid to rebuild its foreign reserves through state-sponsored piracy.
The Seychelles and its Financial Intelligence Unit (the “FIU”) have seized over 100 bank accounts from foreign depositors in the last three years. The FIU is purportedly tasked with protecting the financial system of the Seychelles. Instead, it uses its authority to rob foreign depositors of their money. The FIU is staffed by former Irish police and military officers who have been specially hired by the Seychelles for this task and purportedly receive substantial commissions on all monies seized. Specifically, Liam Hogan, Barry Galvin, Declan Barber and Joe Cully staff the FIU.
The modus operandi of the FIU is simple. First, the FIU scouts bank accounts held by foreign depositors in the Seychelles. Next, it uses its authority to freeze and then rob target accounts -- without any justification. Indeed, on more than one occasion, the FIU has frozen account withdrawals, while allowing deposits to continue, in a surreptitious bid to increase the funds the FIU can to confiscate. Last, if an account holder tries to recover his money, the FIU will go to great lengths to stop him.
We are aware of numerous cases in which the FIU has robbed or attempted to rob the bank accounts of innocent businesses and individuals -- three of which have thus far resulted in lawsuits in the U.S.
For example, in the Scholes case, two Britons named Steven Scholes and Terence Stewart were arrested on false charges, kidnapped by the FIU, and ransomed for the money held in their Seychelles based bank accounts. The FIU held them for over three months and threatened them with fabricated drug charges. The FIU repeatedly menaced and interrogated the 14 year old daughter of Mr. Scholes to further intimidate him and his family. The FIU even threatened to imprison Mr. Scholes’ wife, so that his two young daughters would be placed under the custody of the Republic of Seychelles. Under this relentless pressure, Mr. Scholes and Stewart gave in, paid their ransom, and left the Seychelles.
Given these nature of these allegations, the undersigned respectfully requests that the Office of the Prosecutor commence an investigation into the Republic of Seychelles for violations of the Rome Statute. The True Face of the FIU in Seychelles

Privacy within the business sector can be a difficult subject. On one hand, everyone wants confidentiality for their own finances. On the other, sometimes people need information about outright corruption and fraud to come out. This is true both for a company running a scam, and for the oversight processes which are supposed to prevent it from happening. A prime example of this can be seen with the FIU (Financial Intelligence Unit) in Seychelles.

Many people who use the service simply assume that they're a government agency. In fact, it's quite possible that the FIU intentionally pushes that image into the public sector.

The FIU operates, essentially, by doing very little until they're specifically contacted about a company. Now, most people would assume that the next step would be actual investigation into the nature of the company. Instead, the FIU dips into the financial records of the company. The hope is that the company will have significant assets. If a company doesn't, the complaint will basically just be ignored after that point. If a company does show significant wealth, the FIU springs into action. The company's account will be quickly frozen, and the FIU will proceed with any number of attempts to browbeat or even outright blackmail them.

The FIU will also make attempts to grab money to cover "legal expenses". Often to the point of just demanding half of all total holdings, in what amounts to something that gives a very strong impression of outright blackmail.

The larger question here isn't about the corruption of the FIU, but why Seychelles itself is so oddly silent on the matter. Perhaps one of the biggest mysteries is why the FIU even exists as a non-governmental agency. Some people speculate that the reason comes down to accountability.

As an outside party, the government can always show non-involvement with any wrongdoing. Many of these same people also speculate about where the FIU's end profit actually ends up. It isn't unheard of for situations like this to arise and continue due to government officials receiving large amounts of cash to ignore the crimes taking place in front of them. Whether that's the case here or not remains open to speculation at the moment. However, the important thing is to keep the questions in mind. It's a strange situation which raises any number of different issues relating to possible corruption.

Switzerland to give Ben Ali money to Tunisia

Speaking on Swiss public radio, chief prosecutor Michael Lauber said the transfer of the funds had been made possible thanks to the cooperation of Tunisia's new authorities.

The Swiss launched their investigation after Tunisia filed a request for legal assistance alleging that ill-gotten gains had been hidden in the Alpine country.

The Ben Ali family still has the option of contesting the money's handover by filing an appeal at the Swiss supreme court.

Ben Ali's January 2011 ouster after a groundswell of demonstrations marked the start of the Arab Spring.

He has since gained asylum in Saudi Arabia while his son-in-law Sakher El Materi, once considered a potential successor, has fled to the Seychelles.

A World Bank report last month detailed the family's grip on the economy during Ben Ali's 23-year reign.

It found 220 companies owned by family members, accounting for 21 percent of net private sector profits in Tunisia, with regulations often tailored to benefit their businesses.

In the wake of Ben Ali's overthrow, Switzerland blocked the equivalent of $68.5 million (50 million euros) in accounts held in the country.

With $40 million set to be handed over, investigations into the origin of the remaining $28.5 million are continuing.

Lauber said he hoped to be able to transfer those remaining funds in the near future.

"There are still several million dollars frozen in Switzerland. We're trying to make progress on this issue," he said, without offering a likely timeframe.


Kleptocrats' Loot Could Rebuild Ukraine

The International Monetary Fund has pledged about $18 billion in loans to help stabilize Ukraine's beleaguered economy. That amount is a fraction of the $35 billion that Ukrainian Prime Minister Arseniy Yatsenyuk says is needed from the international community to avert a default over the next two years.
It shouldn't be this way. Ukraine's financing hole is itself only a fraction of the loot former President Viktor Yanukovych, his family and close personal allies are accused of embezzling: $20 billion of the national gold reserves and a further $70 billion funneled to offshore entities around the world. The recovery of even a small part of these national assets would go a long way toward covering the financing shortfall, and could avert the need to implement punishing austerity measures.
Unfortunately, recent cases -- including Nigeria and countries that experienced the Arab Spring such as Egypt and Tunisia -- demonstrate that gaps in global collaboration make it difficult, if not impossible, for nations to repatriate even small amounts of stolen assets.
A big reason is the weakness of the global regime for fighting money laundering, which is administered by the Financial Action Task Force. This club of 36 countries is currently led by a Russian official who is an adviser to his own government. His dual role may itself be a drag on effective asset recovery.

The FATF has identified 40 recommendations for combating money laundering and nine special recommendations for countering the financing of terrorism. These have become part of the international standards and codes overseen by the IMF and the World Bank.
Only 11 states are considered to be noncompliant with the FATF’s recommendations. But why do some “compliant” countries appear to have a role in the laundering of Ukrainian assets? These include such familiar havens as the Seychelles and the British Virgin Islands, as well as Austrian banks, U.K.-registered limited liability partnerships, and Russian and Central Asian banks and nonfinancial firms.

The reason is the practice of mock compliance by nations that formally adopt international financial standards on their legislative and regulatory books but fall short of substantively implementing them. This flaw could be addressed in two ways.
First, international efforts to monitor substantive compliance with anti-money-laundering standards must be enhanced. International agencies shouldn’t settle for the mere inclusion of anti-money-laundering laws in national legislation. Making sure these laws are enforced could be achieved through a review process that takes into account the analysis of international law enforcement specializing in international financial crime. In soliciting the opinion of these officials, the IMF and FATF could better identify countries that are more susceptible to money laundering and target those that engage in mock compliance. Countries that have been repeatedly implicated in global money laundering should no longer be able to hide embezzled public assets.
This alone wouldn’t be sufficient. It should be complemented by positive incentives to improve compliance.

Ukraine could be a test case. Retrieving its plundered treasure would require retracing what is often a circular flow of funds. Money moves out of Ukraine to, say, a Russian corporation, which then lends it back to Ukraine. Scrutinizing the nation's private sector debt could yield enormous amounts of information about the missing assets.
Second, IMF and World Bank shareholders should require that technical assistance programs support the identification, reporting and prosecution of money laundering. They also should ensure that these rules are enforced as a condition of lending packages. As things stand, the international anti-money-laundering regime is plagued by the misalignment of incentive structures. Countries that are the most vulnerable to money laundering have the most to gain and the least to lose from engaging in the practice.
Existing agreements ask those countries to invest government time and resources in investigating money-laundering cases that have a relatively limited impact on the stability of domestic financial systems or economic growth.

Ukrainians shouldn't have to wait years or decades for the Yanukovych assets to be tracked down. Their prompt return would provide a signal for other populations suffering under dictatorship and kleptocracy that change is possible and beneficial.
There is a simple way to align the incentives of the creditors in a multilateral assistance package with those of the populations they are assisting. The recovery of looted assets should be used as the security for the repayment of the IMF credits. This would encourage creditors to look harder for the looted funds; and the debtors would be unburdened. It also might be possible to securitize private sector loans on the basis of a recovery process to recapture the stolen wealth of fallen dictators.
The linkage of assistance and asset recovery would provide economic and financial relief to fragile reformers, and it would offer political relief and a real demonstration of global solidarity. Developing countries have had few incentives to support the global transparency regime. An effective international effort will only work if ordinary people -- workers and voters in poorer countries -- see that they benefit quickly and directly from the restoration of financial honesty.

Seychelles Human Trafficking Bill Presented By Minister in Denial‏

Recently the Seychelles presented a Bill to the National Assembly which will make it a crime to traffic humans for sex, labor and slavery.
The Bill long over due, was presented by the Minister of Internal Affairs Mr. Joel Morgan.

Minister Morgan Said False Not In Seychelles
Minister Morgan has traditionally been the Minister who has vehemently denied allegations by the US State Department and the United Nations Committee on Human Trafficking and Human Rights, that Seychelles is being used as a base for Human Trafficking. Mr. Morgan has called the allegations FALSE and based on RUMORS.
Tier III Sanctions Coming
In spite of Minister Morgan's denial, the US State Department has placed Seychelles under Tier II warning Tier to come into compliance and implement legislation and a program to combat human trafficking in Seychelles. The Tier II placement is running now for Two(2) years, and Tier III SANCTIONS are very likely to follow.
SBC Denial Again
As soon as Minister Morgan was finished at the National Assembly, he headed to SBC for a broadcast on Human Trafficking. The UN and US State Department needs to get a copy of this interview. Again, Mr. Minister Morgan denies that Seychelles has a problem.
If Minister Morgan keeps on denying this issue, while he uses Gurhkas as mercenaries in Seychelles, and while the Public Order Act which he defended has been put to shame by the US State Department, Mr. Morgan is taking Seychelles into a dangerous path: authoritarianism validated by the Minister of Internal Affairs. Consequently, Seychelles will be placed under Tier III and  SANCTIONS from USA and EU will follow, AID will be suspended.Michel regime. But unfortunately, Seychelles suffers for your faux pas. Next time, pick your consultants wisely.

Chamber of Commerce launches Praslin Subcommittee

The Seychelles Chamber of Commerce and Industry (SCCI) has launched a subcommittee to represent the specific needs of the Praslin business community.
The five-member board, which is comprised of Christopher Gill, William Rose, Miette Godley, Adrian Uzice and Nigel Hoareau, aims to improve the business environment and lend assistance to small and medium enterprises (SMEs) operating on the inner island.
“Despite Praslin being a key component of the national economy, businesses there tend to feel that their needs are either overlooked or come secondary to those on Mahé,” says Marco Francis, the Chairman of SCCI.

In order to overcome those challenges and encourage entrepreneurism on Praslin, the Chamber firmly believes that the nation needs more transparent and equitable policies across the islands.
Launching the subcommittee on Friday, Mr Francis urged Praslinois to consider applying for membership to the Chamber and supporting its drive to improve the ease of doing business in Seychelles.
“It is only by being united as a community that we can move the agenda of the business community forward and promote an equal playing field for the betterment of the economy,” says Mr Francis.
The main objective of the SCCI is to remove barriers affecting businesses in Seychelles, especially for smaller-sized enterprises whose needs are often not well communicated to higher levels.

Seychelles Value Added Tax Is Ripping Off Visitors and Residents Alike !

It is approaching Two (2) years now, that VAT (Value Added Tax) is in force in the tiny authoritarian republic in the Indian Ocean Seychelles. Each year, the government collects more and more revenue, bursting a budget ceiling last year of over Five (5) Billion Seychelles Rupees.
Late last year, the People’s Communist National Assembly (One party State apparatus still in place in practice) passed without opposition a budget and a huge salary emoluments bill that will double salaries of politicians-active and non active, in the month of June 2014 when the Seychelles Communist Party PL will celebrate 50 years of existence, though it has changed its name numerous times, to keep ahead of the murdered, the disappeared under the current logo at the time.

The VAT ATTACK On Business and Citizen Alike
Most Communist countries insure the workers own all systems of production through STATE OWNERSHIP of all the means, apparatus of economic production. During the One Party state this traditional style of Communism was implemented, and it lived a short life, as corruption crippled the ideology.
Today, under the PL, the Seychelles Communist Party has resorted to controlling and taking ownership of fruits of production through a excessive VAT system that breaks the norms of VAT and social decency, hence making Seychelles unattractive to shoppers, visitors, residents alike.
The VAT system in place places tax at a diabolical 15% on every single item purchased and every single service delivered. The Communist do not stop here, they tack on another 1.5% in CRT or Corporate Responsibility TAX on revenue, not profit of every single business.

What Effect on Business Visitors Residents?
Goods entering the country are taxed 15% on arrival. The value of the goods are calculated based on Cost Insurance Freight (CIF). Seychelles is 1,000 miles from anywhere. She is mostly 2,000 miles from anywhere. Just in this single administrative faux pas of dishonesty, the PL Communist raise the cost of all goods entering Seychelles by 30% across the board.
The just course of action that is intellectually honest is to apply VAT on a FOB basis : “Free on Board”, meaning, VAT will be applied only on the value of the goods, less the tax paid for it already in the originating country. VAT should not be applied in the case of island economies to shipping and air cargo freight. It is ridiculous and it is called: STEALING! PL Communist, you are stealing from us, and you are stealing from each and every single Visitor to Seychelles. It is your fault that Seychelles is expensive, no one else. It is a fault that can be easily be avoided.
When government taxes oppressively, they affect business cash flow, discourage investments, turn Seychelles into a red light “DO NOT INVEST IN ZONE”. This is what the PL Communist have done to Seychelles today with excessive, I would say oppressive taxing.

The Poor Visitors
Being in the Tourism Hotel Industry as a serious player, I cannot count the amount of times I have read emails from Visitors who say:
1.     we are a family of Four(4) we are travelling to Seychelles, but the tickets are expensive, the rooms are expensive, the food and drinks we understand, are expensive, we will look at another destination.
2.    Wow the islands are beautiful, but we looked around, everything is so expensive, the Air Seychelles ticket alone cost me euro 140.00. I could go on a 2,000 mile trip from Heathrow for that much. A Beer cost me 8.0 euro. A taxi cost me 40.00 euro for a 10 minute drive.
To the Poor Visitor, all I can say is blame PL Communist for these high costs for a holiday that force you either to cancel your trip, or in the alternative drink bottle water for 10 days.

The Poor Residents
While James Michel is writing book on book, as if he is some sort of Walt Whitman or David Longfellow or even Plato , the poor residents of Seychelles have to fork out 15% of all their salaries on every single item they purchase in a shop to feed their families. A person earning 5,600.00 will spend 840.00 on VAT.  An additional deduction of 3% on their salaries before they even touch it. All these deductions are fine in a rich country, where salaries afford luxuries. But in a country where salaries afford only Two weeks food supply, you are abusing your people, and beating them to a pulp. There is a big difference between touching Scr. 5,600.00 per month or Scr. 4,600.00 PL. What you are doing to Seychellois is a disgrace to the founding principle of SESEL POU SESELWA! You have turned it into “SESEL POU CRONY”.

SCCI and SHTA Need To Relook At VAT
The SCCI and SHTA need to make VAT a TOP PRIORITY on the agenda to deal with government and resolve this great abuse of a tax system.
Room taxes are not VAT. They cannot be 15%. They must be acceptable to the visitor and that usually means 4%-7%. Above all, room taxes cannot have the effect of pricing Seychelles out of the market with its regional and international competitors. Each year you lose a Visitor to another destination, you lose that Visitor’s revenue for that year forever, DUMBO.
VAT on goods in the store for consumption cannot be at 15% if you expect your population to act responsibly, respect the Police, respect the structures of State. They will not. What you take from them unfairly, they will retake from you by Ten (10) times.
 VAT on goods in Seychelles need not exceed 10% and it need not be applied to freight. That is called stealing.

Government must learn to live within means that are reasonable. Cut the fat cat salaries, cut the fancy cars and flights to everywhere in the World but going no where, accomplishing nothing for Seychelles at the end of the day.  Get your feet on the ground PL, get off your false sense that you are the World. You are not. Your World is closing in on you fast.
The internet is catching up to you PL. Your scam on VAT which is an act of THEFT is exposed. By tomorrow morning, the World will know. By Saturday, do something about it. That is how the World works now a days, SFP will make sure of that.

Air Seychelles Domestic Raping Paradise!

Recently, Minister Joel Morgan went on SBC to give accolades to the Air Seychelles- Etihad management, for registering a 117% increase in profits, jumping from $1 Million in 2012, to $3 Million plus in 2013. An incredible feat, and believable to me, given that Air Seychelles in that time, flew directly mostly to Abu Dhabi then hooked a Hong Kong leg Three (3) times a week to Abu Dhabi, mostly, for air access for Etihad.
The real story is on the ground right here in Seychelles.
While Air Seychelles did 117% overall in profit, the Domestic segment which plies Mahe –Praslin petered about with only a 9% increase in passenger load, from the past year, mostly Etihad inbound clients. This number is particularly alarming when you consider that Minister St. Ange is claiming a year on year increase in Arrivals by 12%.  What this means, is that Arrivals, are avoiding Air Seychelles Domestic. Why would they be doing that, Papa-Wappa?

Unpredictable Ticket Pricing
Most of the time, when you book a Air Seychelles Domestic ticket, they charge you between Scr. 1,000- 2200.00 round trip with odd hours of return. A Couple travelling on Air Seychelles Domestic Mahe- Praslin is likely to get stuck with a 4,000.00 rupee bill, for a 15 minute island hopper using kerosene fuel. The pricing scheme is simply mad. It has had the effect of allowing market space for Cat Cocos to increase its fairs for economy to near Scr. 300.00.
The impact on the economy has not gone un noticed. You do not need a scientist to figure it all out. 1. Less travelers on Air Seychelles means less activity for the airport staff on Praslin, a new airport, with staff getting bored to death and resigning to work in hotels;2. Taxi Drivers have been idle since the new fare increases took place, their business has been cut by at least 50%; hotels suffer;trade between Mahe and Praslin suffers. 
While Air Seychelles is celebrating 117% profit, Mr. Morgan, your strategy has turned Praslin into a back water, with lots of nature, but no economic activity. You need to fix this problem or President James Michel, needs to make you an Ambassador on Pirates Rights.
Here is a quoted round trip on Air Seychelles Domestic per person with 10 kg. A couple going to Mahe can buy a ticket to Mauritius at this price.

Baggage Allowance Skinning
On baggage allowance Etihad Air Seychelles has not been very kind. They increase Arrival excess to Euro 6.00 per kilo for a 15 minute hopper, charging mostl Emirates passengers with the excess. Allowable  kilos is 10 per passenger. But on an inbound international flight connecting to Air Seychelles Domestic, it is at the very least, 23 kilos. Air Seychelles Domestic was making Arrivals pay the difference on each flight, tacking an additional euro 60.00 to each passenger onward to Praslin.
Excess baggage for locals is not any prettier. It has gone from 10.0 rupees per kilo to 50.00 per kilo. Minister Morgan, why don’t you just drop an A- Bomb on Praslin, and finish her off?

Cancel Excursions For Day Trips
In the past Air Seychelles had a reasonable excursion for day trippers who need to  see a doctor on Mahe, or do business in a government office, or shop a bit fr things they cannot find on Praslin. They would come down for the day, do their meetings, conduct their business, and go back to Praslin. In that process, they use to rent a car, or hire a taxi to get about. For Scr. 525.00 you could take a 9.00 am flight and be back in Praslin 5.45 pm. Now this is impossible. It cost no less then Scr. 1600.00 for the same flight unless of course, you are politically connected and can get a cheaper flight.
No economy can work with such malfunctioning policies. How does Air Seychelles register 117% profit increase unless it is really just working for Etihad air access?

Rough Riding Domestic Travelers For a Fat Profit

Air Seychelles has registered a net profit of US$3 million for 2013, exceeding by 171per cent its profit of US$1.1 million reported in 2012.Revenue increased by 107 per cent to US$88.7 million (2012: US$42.8 million).
The airline’s passenger numbers on its international network increased 100per cent to 195,857 (2012:97,576), while traffic on domestic services in 2013 increased nine per cent to 156,617 passengers.
Joël Morgan, Seychelles Minister for Home Affairs and Transport and Air Seychelles Board Chairman, said the 2013 results were a testament to the on-going success of the airline’s turnaround strategy and business plan.
“To record a second successive year of profitability after the immense challenges of the past is an achievement of which we are all very proud.  Our 2013 figures are a clear indication that we now have the right business model.
“In just two years, we have rebuilt our national carrier, strengthened our partnership with Etihad Airways, and beyond delivering good results for the airline, we have helped grow Seychelles tourism in the process – one of our core objectives.Today Air Seychelles is a great symbol of our nation wherever our brightly-coloured aircraft are flown.”
Chief Executive Officer of Air Seychelles, Manoj Papa, said: “These results are another step forward in our journey as a commercially successful business and come against a backdrop of impressive development in both our domestic and international operations.
“Our business is now in good shape for the future, which includes growing our operations, launching new routes, taking delivery of new aircraft, expanding airline partnerships, hiring more Seychellois, and bringing more travellers to the Seychelles.
“We have established a solid basis for continued growth which reinforces the future of Air Seychelles and its vital contribution to the Seychelles economy.”
The impressive 2013 passenger traffic growth was aided by Air Seychelles’ acquisition of a second Airbus A330-200 aircraft in March.  The same month the island carrier launched three weekly flights to Hong Kong, and increased frequencies to Abu Dhabi, Johannesburg and Mauritius, bringing its total international weekly services to 16, up 100 per cent.
Johannesburg and Mauritius enjoyed an additional return service per week, connecting each destination three times a week respectively with the Seychelles.  The airline’s Abu Dhabi services also increased from four to seven return flights per week.
Abu Dhabi was Air Seychelles’ busiest international route, with a total of 90,746 passengers carried between the archipelago and capital of the United Arab Emirates, a year-on-year increase of 178 per cent.
Elsewhere, Air Seychelles saw record cargo volumes in 2013 thanks strong demand to and from France, Italy, Hong Kong and South Africa.
Air Seychelles signed four new codeshare partnerships in 2013, entering agreements with air berlin, Czech Airlines, South African Airways, and Cathay Pacific Airways.  These codeshare agreements increased Air Seychelles’ virtual network from 19 to 34 destinations.
In October, Air Seychelles announced a multi-million dollar agreement for the purchase of three new Viking Air DHC6Twin Otter Series 400 aircraft, its largest ever domestic fleet order signalling the carrier’s long-term commitment to its domestic operations.  Two of these aircraft are due to arrive in mid-2014, one year ahead of schedule.
Also in October, and coinciding with its 35th anniversary, the airline launched Air Seychelles VIP, a dedicated ground handling service and luxurious airport facility targeted at premium guests and the private air charter market.  The operation was co-established with Royal Jet.
Air Seychelles capped a remarkable year of achievements by being awarded a four-star rating by Skytrax, one of 35 global carriers to hold this accolade.
Morgan said:  “We have come a long way in two years and 2013 has been exceptional.  To achieve a second year of profitability and simultaneously be ranked among the very best airlines in the world is an amazing achievement of which the company and its staff should be very proud.”

Violating Principles of Fair Competition

A senior management team from Germany’s Condor, a leading leisure airline, was in the Seychelles capital of Victoria last weekend to discuss future cooperation between them and the archipelago’s tourism industry.
Condor, as have other airlines flying to Mahe done before, followed an invitation by the Minister for Home Affairs and Transport Joel Morgan to discuss airlines’ challenges and the expectations they have, and following meetings at the ITB 2014 last month in Berlin between airline executives and the Minister for Tourism and Culture Alain St. Ange and his key team members, this latest exchange of views in the Seychelles was seen as hugely important to map out future cooperation.
Also in attendance at the Victoria meeting, besides ministry representatives, were key personnel of the Seychelles Tourism Board, the Seychelles Civil Aviation Authority, from Air Seychelles – which provides ground handling at the international airport to all airlines flying to Mahe – and from the Seychelles Petroleum Company which supplies the jet fuel at the airport.
Condor presently flies once a week from Germany’s largest airport Frankfurt to the Seychelles and, considering the number of German tourists visiting the archipelago, the authorities in Victoria have expressed their desire to see Condor add a second flight each week.
Condor competes on the German market with Air Berlin, which operates to Mahe under a code share arrangement with both Air Seychelles and partner Etihad and offers daily connections from across Germany via Abu Dhabi.

Flashback: The Rwandan Genocide and The Seychelles Connection

On Saturday, 23 November, 1996, the Chief Reporter of The Independent, Steve Boggan, stumbled upon an issue concerning the Rwanda Genocide, that missed the culpability of numerous members of the Seychelles Government.

Had Mr. Boggan gotten a few facts correct, the International Courts of Justice, would have sent investigators to Seychelles before the dawn of the Millennium. Mr. Boggan came very close indeed but missed the mark, just a little.

80 Tons of Weapons in Seychelles

In the first paragraph of the article, he says,” For once, it appeared a UN arms embargo had worked. A Ship, the Malo, carrying 80 tons of weapons bound for troubled Somalia, had been seized by the Government of the Seychelles”.

The error of fact, in this article is this: The “Malo” was not seized by the Government of Seychelles per se.
The Maria or the Malo at the time, the Constitution of the Third Republic was being drafted. The Port Authority called in to James Michel who sat directly across me, his driver interrupted the proceedings, and gave him the news of a boat in distress. The Maria’s engine had broken down and the boat was adrift. The Harbour Master later confirmed that the name of the boat was the “Maria”. This was highlighted when the SBC film crew filmed the ship coming into port. The name “Maria” had been painted over quickly with undercoat, and “Malo” name next to it.
The duplicity of names was visible to the eye of even the television viewers. This issue was never explained by either James Michel or Albert Rene, and it was the beginning of a cover up that would end up in massacre of over One Million (1,000,000,000) Tutsi’s in Rwanda in April and May of 1994, one year after the Constitutional Commission convened the second time to draft a new constitution for Seychelles.

No Seizure on High Seas of Malo Ever Took Place

There was no effort by the Government of Seychelles to seize a ship with arms. Once the broken engine ship was brought to Port Victoria, the ship was bordered and inspected by Port officials. With the first crate being opened, the Customs officials called in the Army.

Then the 80 tons of arms was discovered and seized by the Government of Seychelles. Booty worth its weight in gold.

Mr. Boggan says in his article, “It was 1993 and the UN had banned sales of weapons to Somalia as warring clansmen reduced the country to chaos. “In impounding this ship, “James Michel, the Seychelles Defence Minister, said, “We did the international community a service.” Mr. Michel obviously was covering up the accident of stumbling upon the ship called the Maria then called the Malo. He neglected to say that the Port Authority of Seychelles simply were responding to a distress call and stumbled upon the 80 ton cargo of arms.

At the time, the arms consignment upon being seized by Government of Seychelles, was off loaded from the ship, and made its way to bunkers at Grand Police Bay Army base for storage. Under James Michel command as Minister of Defence, Seychelles Government had taken full uncontested control of all the Malo ship 80 tons of weapons.
As the death toll in Somalia had been mounted, Mr. Michel claimed that a great service had been done to the People of Somalia, in Mr. Boggan’s article.

Within the year, according to Mr Boggan and two (2) months according to me, the weapons had been targeted by unscrupulous operatives of a new arms procurement network....set up to devise ways of circumventing another embargo of sale of arms to Rwanda.”(Boggan Article).

The deception of calling the ship the “Malo”, allowed everyone, including the Government of Seychelles leadership, to infer that the arms were destined for Somalia. The question that the International Courts of Justice Committee on Rwanda Genocide need to answer, is what did the Manifest for the “Maria” list as its final destination? With that question answered, we will know if the new suitors for these arms were indeed new suitors, unbeknown to Mr. James Michel and Mr. Albert Rene, or were the suitors, just calling in to collect their goods, after a short delay and payment of handling fees.

Mr. Boggan writes inferring that Mr. Michel was too stupid to realize that the suitors for the 80 tons of weapons were indeed innocent purchasers. A brilliant publicity stunt by the reporter, if Mr. Michel was paying for the article he could not ask for a better escape valve.

I quote:”Mr. Michel and his colleagues did not know it, but they were about to fall victim to Colonel Theoneste Bagosora. Colonel Bagosora , a former Rwanda government defence official, had become the master arms buyer for the Rwandan government in exile as it regrouped for what, had it happened, would surely, have been one of the bloodiest wars in African history. The planned returned to Rwanda was codenamed Operation Insecticide by Hutu militias.”

Now Mr. Boggan wants us to believe that James Michel controlled 80 tons of arms and he did not know who he was selling it to? Now that is incredible. Even Bollywood could not think of that one.

According to the UN unpublished report on the Arms sale to Rwanda, the Malo arms were sold using Zaire government End User Certificates (EUC’s).

Mr. Michel exercised no due diligence to verify that the end user certificates were valid. They usually are not. But he just accepted what was shown to him. No phone calls, no faxes, no investigation conducted by not even a lawyer in Zaire. No call to the government of Zaire. Check the Cable and Wireless records.

South African Apartheid Government Contact Makes Deal with Michel
The person that approached the Government of Seychelles in June 1994, to buy the 80 tons of weapons was a man named Wilhelm Terius Ehlers, known as Ters Ehlers, a former senior official in the apartheid government- and Colonel Theoneste Bagosora, a senior official of the Rwandan Ministry of Defence of the Hutu government in exile, in Zaire. These two men arrived in Seychelles to negotiate the purchase of the arms. It has been said, but not confirmed, that Glenny Savy did some of the negotiations on behalf of Mr. Michel and Mr. Rene.

When interviewed in Goma in February 1995 by the Human Rights Watch researcher, Colonel Bagosora said he had met with South African officials at the end of May (likely Teruis Ehlers) and June 1994 to arrange weapons shipments to the former Rwandan military. The officials (presumably Terius Ehlers) has refused to consider direct South African arms shipment but had offered to help to arrange shipments by other parties (presumably the 1994 Seychelles Government, headed by Rene and Michel).

The Shipment to Rwanda through Goma

The UN unpublished report says, on the nights of 16-17 and 18-19 June 1994, two planes of Air Zaire flew the weapons from the Seychelles government –controlled stockpile, to Goma airport. The weapons were then transferred to the ex FAR military forces in Gisenyi just across the border inside Rwanda.
The weapons included, anti tank and fragmentation grenades and high calibre ammunition. According to Human Rights Watch, an Air Zaire DC-8 aircraft with the call sign 9Q-CLV had transported the arms from the Seychelles to the Zairian town of Goma in two separate flights.

UN International Commission of Inquiry (March 1996)

The Commission found that a “highly probable” violation of arms embargo had taken place in June 1994 involving more than 80 tons of weapons purchased in Seychelles by Colonel Bagosoro ( Rwanda citizen), former high ranking officer of the former Rwanda-ese government forces.

The UN International Commission of Inquiry, now needs to ask whether Mr. Rene’s Government and Mr. Michel should have known that Colonel Bagosoro entering Seychelles with a Rwanda passport, would be legitimate grounds to question the authenticity of the Zaire sealed end user certificate?

A little hint to the UN International Commission of Inquiry on Rwanda Genocide: Colonel Bagosoro went through the VIP Lounge, at night under the cover of darkness. His entry into Seychelles, as a businessman will not be found at the Department of Immigration, nor will Mr. Teruis Elhers entry be found.

Finally, you can check with the ANC Government of South Africa, and you will confirm that Government of Seychelles, in 1994, made no attempt to clear Terius Elhers as a credible businessman in the purchase and sale of arms, carrying a South African passport.

The Statute of Limitations (SOL) on “Genocide” never ceases to run, especially for 1,000,000,000  people.
We Seychelles Freedom Party condemn acts whether direct or indirect that aid and abet genocide anywhere in the World. We call on the UN International Commission on Inquiry to get to work on the Rwanda Genocide and bring to justice all those that aided and abetted in the realization of Genocide in Rwanda in 1994.

Seychelles Moves To Defacto State of Emergency

The USA State Department Deputy Director for Africa has said : “there are no further programs for Republic of Seychelles, aside from those programs already in operation like the fight against Piracy”.
This ground shaking declaration has come the same day State Department Deputy for Africa announced that: “ the Public Orders Act (POA) -2013, passed by the Government of Seychelles is too over reaching, and violates numerous Fundamental Human Rights and must be revoked or amended”.

SFP walked out on the bogus Electoral Reform process when the POA was discussed by PL in a bull dozer mode reminiscent of the last days of the One Party State Era.
Specifically, the PL failed to keep its promises made at the house keeping introductory meetings with all parties, to send its leadership for a full open and Public negotiation on the matter similar to the Constitutional Conference wherein SPPF was led by France Albert Rene.
After breaking their promise, the PL treated the opposition as beggars when it came to recognition of fundamental human rights. Even for lunch, the delegation was offered take away boxes, and no per diem was offered. A disgrace knowing full well that the purse strings in this country are held by government.
SFP said:”Go Screw yourself PL Authoritarian Monarchs!” Guess what? They did. Now the whole effort is back firing on the PL and their accomplices in the opposition like PDM SNP SUP who sat through the Electoral Reform process, only to see their aspirations go down the drain. It is the SFP and soul mates for freedom like Viral Dhanjee rescuing the dignity of Seychelles today.

From DeFacto To De Jure State of Emergency
The SNP and SUP stayed on board, and passed the POA in the Electoral Reform, only to have it dropped and amended at will by PL. Disgraced, with the changes PL made with their cooperation, they filed a case in the Constitutional Court, only to fail to address the fundamental imposition of a Defacto State of Emergency under the law, and in practice, with the suspension of numerous Fundamental Rights under the PL, like requiring a Warrant prior to “Search and Seizure”; requiring “Probable Cause” to Stop and Search, Stop and Frisk, and Random Stop Checks, with SSU beating men collecting in the evenings at popular local points, a Seychelles tradition, the country is De Jure in an “undeclared” State of Emergency.

Viral Strikes Again On Point
The recent “Vanguard of The Conscience of Victoria”, Mr. Viral Danjhee recently filed a case to expose this charade by the Communist Party, which many have said, has taken Seychelles beyond One Party State to know a Authoritarian Monarchy under James Alix Michel as numerous SPUP have advised myself, leader of Seychelles Freedom Party.
SPUP  will not support SUP or SNP and do not trust Wavel Ramkalawan or Ralph Volcere like real DP people. They will support the party of” Sesel Pou Seselwa”!
That is Seychelles Freedom Party.

State Department Means Business

Until now Joel Morgan Minister of Internal Affairs, responsible as well for the importation of Gurhkas mercenaries to Seychelles, has denied openly that Seychelles is a base for Human Trafficking. Naturally, Mr. Morgan did not see the 500 Indians in containers arriving by Antonov to build Khalifa’s cracking castle at La Misere, nor does he see the strews of sex workers in high heels arriving on private flights and Etihad, making their way to Kempenski formerly Plantation Resort and Four Seasons. But the airport staff see them Mr. Minister Morgan, like we see the apartments in Marie Jeanne Estate built on land reserved for Seychellois who are in need of land and housing. You really should give these apartments back to the people, if you own them. If your wife owns them, she should tender back for Scr. 1 .0. After all, you walk like John Wayne, talk like John Wayne. Why don’t you do the right thing like John Wayne? While at it, reduce the price of satellite TV. Man you control even our programs.
The State Department should know about that as well, they already have it in for you. Next year, I understand, they will tie removal of Seychelles from the Black list with your resignation and Ronnie Govinden’s termination as Attorney General.

Ukrainian Billionaire Charged by U.S. With Bribe Scheme

Dmitry Firtash, a Ukrainian businessman who amassed his fortune in Russia’s gas trade, was indicted on U.S. bribery charges tied to a $500 million Indian mining project in a case he says is politically motivated.
Firtash, 48, allegedly conspired with five other men and met with Indian government officials as part of an effort to pay $18.5 million in bribes to facilitate the project, aimed at generating titanium product sales to firms including an Illinois-based company that wasn’t identified in the indictment.
“Firtash was the leader of the enterprise,” Chicago U.S. Attorney Zachary Fardon said yesterday in a statement.
The businessman, who is fighting extradition from Austria, may possess information about deals involving Russian state gas exporter OAO Gazprom (OGZD) that the U.S. would consider corrupt, according to Mikhail Korchemkin, a former analyst for the Soviet Union’s Gas Ministry and founder of Malvern, Pennsylvania-based East European Gas Analysis.
That information might help U.S. lawmakers develop harsher sanctions against the inner circle of Russian President Vladimir Putin over Russia’s annexation of Crimea, Korchemkin said. U.S. prosecutors said the arrest isn’t related to the Ukraine crisis.


Firtash, charged with the five other men, was arrested in Vienna last month and later freed on 125 million euros ($172 million) bail. His indictment last year by a federal grand jury wasn’t made public until yesterday. Fardon said he controlled the international conglomerate Group DF.
Firtash built his fortune as a broker of Russia’s gas sales to Ukraine, one of Gazprom’s biggest export markets. He and a partner owned half of RosUkrEnergo, which was founded in 2004 and emerged as Ukraine’s sole gas importer from 2006 to 2009, between price disputes with Russia that led to supply halts and shortages across Europe.
Gazprom oversaw the other half of RosUkrEnergo, which Ukraine’s security service in 2005 said may be indirectly controlled by Semion Mogilevich, an organized-crime suspect on the Federal Bureau of Investigation’s most-wanted list.
Firtash has repeatedly denied any link between Mogilevich and RosUkrEnergo. A lawyer for Mogilevich, who lives in Moscow, said his client has never been in business with Firtash.

Crimea Vote

Firtash was arrested March 12, only days before voters in the Crimean peninsula elected to secede from Ukraine and be annexed by Russia. He has pledged to stay in Vienna after his release March 21 until the end of extradition proceedings.
Firtash’s deputy as chairman of DF, Robert Shetler-Jones, said there was no truth to the accusations, which were “an abuse of the Austrian justice system” for political reasons.
“It is not a coincidence that the U.S. is trying to extradite our chairman at the moment when Mr. Firtash is needed for the economic and political reconstruction of Ukraine,” Shtetler-Jones said in an e-mailed statement.
Firtash’s attorney, former Austrian Justice Minister Dieter Boehmdorfer, couldn’t immediately comment on the U.S. allegations as he hadn’t read the indictment.
Firtash and the other U.S. defendants are each charged with racketeering and money laundering conspiracy, and interstate travel in aid of racketeering. Firtash and four of the other men are also accused of scheming to violate the Foreign Corrupt Practices Act, a U.S. anti-bribery statute.
Additional allegations include using threats and intimidation to advance the interests of their enterprise, Fardon said.
The men face as long as 20 years in prison if they’re found guilty of the most serious charges.

Forfeiture Sought

The indictment seeks forfeiture of Firtash’s interests in Group DF and its assets, which include 18 businesses registered in the British Virgin Islands and 127 companies registered in Austria, Cyprus, Switzerland, the Seychelles and elsewhere.
The government is also seeking to seize 41 bank accounts and, from all six defendants, a total of $10.6 million.
One of the Group DF businesses, Vienna-based Ostchem Holding AG, entered into a 2007 agreement with a Chicago-based business identified in the indictment only as “Company A” to supply it with titanium. The go-between for that arrangement was another DF Group affiliate, the Swiss firm Bothli Trade AG, prosecutors said.
Boeing Co., the world’s biggest maker of satellites and aircraft, said in a statement last month that in 2006 it entered into a “memorandum of understanding” with Bothli to conduct a feasibility study on the potential for sourcing a product called “titanium sponge.”

Plentiful ‘Supplies

“Boeing never pursued the MOU as supply became more plentiful and the MOU lapsed,” John Dern, a spokesman for the Chicago-based company, said in the statement. “We have never done business with Bothli other than the activities associated with the MOU.” Boeing isn’t named in the charging papers.
Tim Neale, a Boeing spokesman, declined to comment on the allegations unsealed yesterday.
One of the men charged in the U.S. with Firtash, Suren Gevorgyan, was the head of trading and investment activities for Ostchem.
Gevorgyan said in an interview yesterday that Bothli never paid bribes to get permits because India was eager to receive Boeing’s planned investment. Boeing broke off talks with Bothli after more than a year of negotiations and refused to cooperate further, Gevorgyan said.
“Then we learned that the FBI in 2006 launched an investigation into the Indian deal,” he said. “For us, it was investment in the Indian economy and creating of important production willing to invest $1.5 billion, nothing else.”
The case is U.S. v. Firtash, U.S. District Court, Northern District of Illinois (Chicago).
